OOCL IMPLEMENTS EMERGENCY BUNKER SURCHARGE

OOCL is looking to introduce a temporary Emergency Bunker Surcharge (EBS) as fuel supply disruptions linked to the Middle East conflict continue to affect global availability.

The Hong Kong-headquartered carrier said in a customer advisory that the surcharge will take effect on March 23 for shipments outside the scope of the US Federal Maritime Commission, subject to regulatory approval. For FMC‑regulated trades, the surcharge will apply from April 13.

"The ongoing war in the Middle East has disrupted fuel transportation through the Strait of Hormuz, resulting in continued challenges to global fuel availability. To ensure access to fuel for cargo movements, and maintain service stability, a temporary Emergency Bunker Surcharge will be implemented," OOCL said on March 16.

The shipping line noted that the EBS will be applied globally to cover the increased costs that go beyond the scope of existing Fuel Cost Recovery (FCR)/Low Sulphur Adjustment (LSA) mechanisms.

OOCL said the measure will remain in place until further notice and will be monitored and reviewed every 14 days to ensure it remains aligned with prevailing fuel availability and cost conditions.

Details of the surcharge levels are available on the company's website, and customers were advised to monitor further updates.
